The baby is crying from hunger, and she is crying while listening to her baby cry. It think the reference to sowing and reaping here is key It speaks of the seasons of the life of a Christian. Those who are in mourning now shall not be in a season of mourning forever, if we yield to the Lord, the refining spiritual growth during the period of mourning shall result in a period of joy on the harvest of the "mountain top ". That is not to say that the cycle will stop, but that we will get stronger and stronger in this often recurring process, and that our joy will magnify and become more consistent as we mature spiritually through the "seasons " of life.
