I believe it means exactly what it states, People who believe they are saved because they want to be saved but they are unwilling to REPENT, therefore they are NEVER given power by God to sanctification, justification and hence no glorification, they love the world. Not God creator of the world.

He was talking about those who claim or even believe they act on behalf of the Lord but by their actions do the opposite. Matthew speaks of those who will ask God to recognize the good works they have done in his name, but they are told to depart because they work iniquity. Iniquity means evil, wickedness. One may believe one is doing His work, but if you spread hatred and anger and sow dissension, you are not. There are countless examples of people who believe they act in God 's name but whose actions are inconsistent with the Gospel. By their fruits shall ye know them.
