The seven kings represent seven consecutive world empires: Egypt, Assyria, Babylon, Mede Persia, Greece, Rome, and Britain.

As that is about the time of the end when the papal power will get their last time action, I am thinking that the seven kings is the king of Vatican City State since 1929 after they get their sit again through the Lateran Treaty, on 11th February 1929. Since that time the Vatican City State Monarch has had 7 popes/kings up to the present time. It means we are approaching to the end time of the world.
