Totally correct. The second beast is papal Rome, and a good explanation. History records how pagan Rome gave birth to papal Rome, and that more advanced under Constantine, eventually to assume the reins of authority over the then known world of the Roman empire. There is a consistancy in that the first beast was then still standing, the second beast also, and what we find in papal Rome we also find exactly in pagan Rome, even to the terms of reference. Roman Empire, Rome Universal. Roman Catholic, Rome Universal. It is very fitting that in present day Rome pagan Roman statutes and figurines have been renamed to bear religious names. The twelve apostles, within the Vatican museum the strangest as they wear Roman togas. When asking the curate why Jews were wearing Roman dress, he refused to answer.
