David just confirmed that God's word is settled in heaven. This is a continuation of thought from vs 89. Since it is settled, immovable, what promises that are in God's law are to all generations. Each generation may have the same hope as the last ones did. David then states a comparison between the earths foundation and the riches found in it, with that of His word. The earth is secure and abiding and full of riches and men share in those riches from generation to generation, just like the riches found in scripture.
