It has a dual meaning fill and control keep in order in Adams day. In our day it men reproduce God image in abundance .Gods image was restored by Christ.then a shadow and type now the assignment Jesus had in Luke 4:18. Same as the great commission.

God gave man dominion over all His creation. This is not to say man should relegate God to the background, but rather to put God first in everything. Although we can have all things, we should not make things become objects of worship - i.e. take the place of God crowned in us. The word "replenish" means to replace, usually with more, certainly with something, but definitely something there beforehand. This, along with fossil records and other data, through discernment from the spirit, means that there were beings on the earth prior to Adam and Eve. Void also implies this, as it does not mean "nothing" but rather "wasted". In short, this is the world after the fall of Lucifer from heaven, and God is creating man in order for him to "replenish" it.

Apart from this issue of 'replenish' there is another question on Ezekiel 28:13 which obviously talks about satan. It says, "You were in Eden the garden of God...". Is this the same garden on earth or it is in heaven?

I think this is where God created the first humanoids and sent them out to fill the earth with human-like people. In the next chapter he makes Adam and Eve the first people with SOULS. He breaths into Adam and he becomes a "living Soul". He put Adam in the Garden of Eden to dress it, and to go forth and replenish the earth.
