John saw a specific set of angels for the first time.

Later, John saw them in Rev. 8:2.

What is the reason for this jumbling?
John in Rev. 10 had to make the mystery of God - as in make his writings obscure.

Notice that John saw another sign in heaven in Rev. 15:1. This means that this was not the first sign in heaven shown to him. Why does this matter?
Because chapter 15 moves and with it so do chapters 12 and 13 --- all belong in Rev. 7.

How else can we tell this?
John saw several angels come from the east to seal the 144,000. This set of angels is actually the seven angels coming out of the east.
See how they gave ways to hurt to the four angel set?

to whom it was given ////delivered, handed off

It is the seven angels that will sound the seven trumpets, but the four angels on the earth will bring the plagues to pass.
