It means we were naturally born into sin and that in order to receive Gods gift you have to be born again... And to do that you have to be baptized in Jesus name and receive the Holy Ghost .

This shows that we are born sinners and even babies are born with sin. This is something that is inherited and passed down to each person from the moment they are born.
