Children are arrows in the hand of a mighty man because they are weapon of war against enemies in spirit real, when they are empowered with Prayer and Word of God.

This Psalm is about all of creation bursting forth to praise of Jehovah God. The waters above the heavens spring forth with praise as in the day when the deep opened up after all were in Noah 's Ark at the command of God.
