I'm sorry, but you didn't address my question. I have many Bibles (KJV, NKJV, NASB, & CJSB) in which I study from, and many study bibles, concordances, commentaries, etc. I know who the scapegoat ultimately would be for mankind--Jesus Christ. My question for you is why does Numbers Chapter 28 not mention the Day of Atonement which involves the ritual of using 2 goats, one offered for the Sin Offering, and the other to be the scapegoat which is released into the wilderness. According to Leviticus Chapter 16, this was one of the, if not the most, hallowed holy day(s) of Israel, and commanded to be observed forever. I am hoping that you possibly could provide me with some insight as to why Numbers Chapter 28, which contains a list of Israelis' holy days for them to follow once in the Promised Land, does NOT mention the Day of Atonement & its prerequisites.
I would appreciate any response you can provide to the aforementioned. I thank you for your previous replies, but I'm getting everything except an answer to my rather pointed question.

You need to get another Bible with center of the page reference columns. Each alphabet or number refers to another scripture that adds more illumination to the first. Some are current to that time or they are prophetic (future). You have to get what you need to study these things deeper. Sometimes you have to buy reference books. I highly recommend a large print encyclopedia with a full concordance. Try AbeBooks to get previously owned. Google them.

At the end of all that you will see that Jesus was the Scapegoat for us. He has already made atonement for us.
You're going to have to look this all up and then ask THE HOLY SPIRIT to teach you what it means today. He's your Teacher.
It means prayer on your part, and turning off all racket to sit quietly before the Lord for answers. You will be amazed at what you learn. Psalm 63:6 and Proverbs 8:34

I am trying to figure out why Numbers Chapter 28 doesn't mention the scapegoat (which is part of the Day of Atonement sacrifice including the sin offering of another goat), there are 2 goats to be offered as a part of the Day of Atonement sacrifices. In Leviticus, the Day of Atonement is commanded by the Lord to be observed every year. I don't understand why Chapter 28 of Numbers addresses feasts, offerings, sacrifices but leaves out the Day of Atonement sacrifices. I don't see how the book of Numbers could not address the Day of Atonement. I'm aware that the scapegoat (Azazel) is mentioned in the book of Leviticus. I don't understand why Numbers doesn't mention it as Israel is preparing to enter the promised land.

16:21 All the iniquities - He mentions iniquities, transgressions, and sins, to note sins of all sorts, and that a free and full confession was to be made, and that the smallest sins needed, and the greatest sins were not excluded from, the benefit of Christ's death here represented.
