I think God has laid down rules for success if one make any vow to God when praying that vow motivate God to answer you quick so you must pay your vow because something make something to happen

I think this verse is saying for example when you make a promise to God (e.g) lord if u grant me this job I will serve you for the rest of my life. here is saying when you make this prayer to God, he will hear you but make sure you pay your vows (i.e) to serve him for the rest of your life.
